The city and port of Le Havre were created by King Francis I of France to open a door on the ocean. The monarch thus intended not to leave the monopoly of the New World to Spain and Portugal. The first stage took place on February 7, 1517, when the order was given to Admiral of France Bonnivet to build a fortified port on the site of Grâce in Normandy. The king then confirmed his intention to erect a city there by offering its future population ten years of exemption from taille and salt taxes. These two royal decisions are considered the founding acts of Le Havre.
