In 1971, Rouen became the first major French city to be provided with a pedestrian zone. The municipality carried out an energy renovation of the town hall and actions towards sustainable development (streetcars and urban gardening). Each year, Rouen hosts the second-largest funfair in France, the Foire Saint-Romain or Foire du Pardon, reminiscent of those of the Middle Ages during which a convicted man was forgiven. For 30 years every five years, The Armada has also brought together prestigious sailboats, boats, and military ships from all over the world.
