In Normandy, a land of horses, as elsewhere in France, access to the coast for equines is subject to various regulations to deal with the multiplicity of activities carried out on the beaches. Equestrian practices are, therefore, regulated by municipal decrees. In general, the free movement of horses harnessed, mounted, or led by hand is guaranteed, except in exceptional cases, on public land and rural roads. The Public Maritime Domain (DPM) defined by order of Colbert in 1681 is thus, in principle, accessible to the public.
